2009 適当な帰住先のない満期釈放者の数は、平成21（2009）年の時点で約6,700人でした。
2011 平成23（2011）年度から、宿泊場所を管理するNPO法人や社会福祉法人等に対して、国が宿泊場所、食事の提供及び毎日の自立準備支援を委託する新たな取組が始まりました。この取組によって設けられた施設が「自立準備ホーム」です。
2011 平成23年度に「緊急的住居確保・自立支援対策」が開始されました。この施策は、NPO法人や社会福祉法人等が管理する施設の空きベッド等を活用するもので、施設は自立準備ホームと呼ばれます。自立準備ホームはあらかじめ保護観察所に登録されており、保護が必要なケースについて、保護観察所から宿泊場所の供与と生活指導のほか、必要に応じて食事の給与が委託されます。
2022-03 令和4（2022）年3月、全国組織「日本自立準備ホーム協議会」は設立されることとなりました。
2022-03-21 令和4（2022）年3月21日は、1つずつの自立準備ホーム事業者が乗り込むことができ、それぞれの強みや特徴を生かし合うことのできる、船のような、日本自立準備ホーム協議会の誕生の日。
2024-01 「再犯、再非行を防止するための環境づくりには、全国的な連携の仕組みが不可欠である」との考えのもと、日本自立準備ホーム協議会は設立されました。協議会は、自立準備ホーム事業者同士の連携と共に、更生保護関係機関との連携、緊密な連絡調整を強化することで、「各団体の強みを生かした支援、対象者の特性に応じた支援の展開」を目指します。また、人材育成研修や情報の共有化等による「学びの場の確保」によって「処遇の質の向上」を図ります。また、各事業者が息の長い支援に取り組む体制を支えるための「損害保険制度の確立」を目指します。これらによって、地域社会において、犯罪の被害者、加害者になる人を減らし、笑顔を増やしていけると確信しています。
